Troy Clark, FACHE
Troy Clark, FACHE, was named CEO of HealthSouth Rehabilitation Hospital of Kingsport in December 2014. His experience includes serving in multiple leadership roles with Wellmont Holston Valley Medical Center including vice president and chief operating officer, vice president of finance and operations as well as others. He is a Certified Healthcare Executive and Fellow of the American College of Healthcare Executives. Troy received his bachelor’s degree in cardiopulmonary studies from the University of South Alabama and master’s degrees in business administration and health services administration from the University of Alabama at Birmingham.
David Franzus, M.D.
Interim Medical Director
Dr. Franzus has more than 25 years of experience in inpatient rehabilitation, acute care, and private medical practice. He has been an integral part of the medical staff of HealthSouth Kingsport since 1995. Dr. Franzus currently serves as president of the Medical Executive Committee, and interim medical director of HealthSouth Kingsport. He is board certified by the American Board of Internal Medicine. Dr. Franzus earned his medical degree from East Tennessee State University's J.H. Quillen College of Medicine in 1983. He maintains a private practice in Kingsport that specializes in geriatric and internal medicine, and is an active member of the medical staff of Wellmont Holston Valley Medical Center.

Plant Operations Director
Stan joined HealthSouth in 2003 after a 23-year career in industrial construction. In addition to serving as the hospital's safety officer, his responsibilities also include the environment of care and maintenance. Stan is a certified instructor with the International Association of Nonviolent Crisis Intervention. He is a registered healthcare safety officer at a senior level with the International Board of Environmental Health and Safety. He also completed the State of Tennessee Food Service Training Program in 2004 and is an active member of the Sullivan County Emergency Management Program.
Director of Quality/Risk
Britta joined HealthSouth Rehabilitation Hospital of Kingsport in June of 2015. With more than 26 years in healthcare, her experience includes quality, patient safety, patient satisfaction, IT, regulatory compliance and infection prevention. She has served for many years as an examiner for the Tennessee Center for Performance Excellence and as an examiner for the Malcolm Baldrige National Quality Award Program. Britta received her bachelor’s degree in mathematics from East Tennessee State University with a double minor in physics and finance. Britta has been a past board member for United Way of Greater Kingsport Area and currently serves on their quality committee.
Debra Smith, CRRN
Chief Nursing Offier
Debra has served in the healthcare industry for nearly 30 years. She received her nursing degree from Virginia Appalachian Tri-College Nursing Program. She holds a bachelor’s degree in business management from Virginia Intermont and has been employed with HealthSouth since 1999. Debra is also a Certified Rehabilitation Registered Nurse (CRRN®).
Area Business Development Director
Miranda joined Quillen Rehabilitation Hospital in March 2015 as a rehab liaison and brings more than 5 years of healthcare experience to her role. Prior to joining HealthSouth, Miranda worked as a physical therapist assistant at HMG Rehab. She graduated from Walter’s State Community College in 2012 with her associate’s degree in physical therapist assistant and went on to graduate with her bachelor’s degree in healthcare administration from King University in 2017.
Chief Financial Officer
Natalie joined HealthSouth in 1999. She has more than 14 years of healthcare finance experience and received her bachelor’s degree in accounting in 1992 from East Tennessee State University.
Donna Weinman, R.Ph.
Donna has been a pharmacist for more than 25 years. Graduating pharmacy school from the University of Kentucky in 1986, she has gain experience working in a hospital setting for 15 years and 10 years in a home infusion setting as pharmacy manager/director of pharmacy. She started with HealthSouth in January of 2014.
